U.S. DEPARTMENT OF AGRICULTURE Rural Utilities Service Georgia Transmission Corporation: Notice of Availability of an Environmental Assessment AGENCY: Rural Utilities Service, USDA ACTION: Notice of Availability of an Environmental Assessment for Public Review SUMMARY: The Rural Utilities Service (RUS) has issued an Environmental Assessment (EA) to meet its responsibilities under the National Environmental Policy Act (NEPA) and RUS's Environmental and Policies and Procedures (7 CFR Part 1794) in relation to possible financial assistance for a proposed project by Georgia Transmission Corporation. The project consists of building a transmission line, substation, and associated facilities in Gilmer County, Georgia. Georgia Transmission Corporation may submit an application to RUS, requesting financial assistance for the project. Before RUS can take an action on a financing request, it must complete its RUS environmental review responsibilities. RUS considers the proposed project an undertaking subject to review under Section 106 of the National Historic Preservation Act (NHPA), 16 USC 470(f), and its implementing regulation, “Protection of Historic Properties” (36 CFR Part 800). SUPPLEMENTARY INFORMATION: Georgia Transmission Corporation (GTC) proposes to construct the Ellijay-Roundtop 230 kV transmission line in Gilmer County. The line would be approximately 17.1-miles in length and would require a right-of-way corridor that varies in width from 25-feet to 125-feet. The line includes an approximately 1800-foot span of Carters Lake and would require associated easements from the U.S. Army Corps of the Engineers and other land owners. The proposed Roundtop Road 230/25/13 kV Substation would be located on a 5-acre parcel, approximately 0.75 miles south of the intersection of Roundtop Road and Knight Road in Gilmer County. GTC plans to acquire approximately 3,000-feet of additional off right-of-way access roads to construct the proposed line. As part of its environmental review process, RUS must also take into account the effect of the proposed Project on historic properties in accordance with Section 106 of the National Historic Preservation Act. Pursuant to 36 CFR § 800.2(d)(3), the Agency is using its procedures for public involvement under NEPA to meet is responsibilities to solicit and consider the views of the public during Section 106 review. Accordingly, comments submitted in response to the EA will be considered by agency decision makers under Section 106 as well as NEPA. Alternatives considered by RUS and GTC include (a) no action alternative, (b) electrical alternatives, and (c) siting alternatives. An environmental report that describes the project in detail and discusses its anticipated environmental impacts was prepared by GTC. RUS has reviewed and accepted the document as its EA for the proposed project. The EA is available for public review at the addresses provided in this Notice. Questions and comments should be sent to RUS at the mailing or e-mail addresses provided in this Notice. RUS should receive written comments on the EA on or before 30 days from the issuance of this Notice to ensure that they are considered in its environmental impact determination. Should RUS, based on its EA, determine that the impacts of the construction and operation of the proposed project would have no significant environmental impact, it will prepare a Finding of No Significant Impact (FONSI). Public notification of the FONSI would be published in newspapers with circulation in the project area. Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal, State and local environmental laws and regulations, and completion of the environmental review requirements as prescribed in RUS's Environmental Policies and Procedures (7 CFR Part 1794)."
